In line with the aspirations of the Inclusive Campus Agenda, the Selangor Persons with Disabilities (OKU) Policy 2026–2030, and Sustainable Development Goal (SDG) 4: Quality Education and SDG 10: Reduced Inequalities, higher education institutions bear the responsibility of ensuring that every student, including Persons with Disabilities (OKU), has access to quality education without barriers. The provision of comprehensive educational access not only upholds fundamental human rights but also serves as a catalyst for the development of students’ academic, personal, and professional potential.

Access to education is not limited to the provision of physical facilities alone, but encompasses a holistic learning ecosystem that is responsive to the diverse needs of students. This includes the provision of learning materials in accessible formats, the use of assistive technologies such as screen-reading software and captions for multimedia content, the adaptation of teaching methods, and the implementation of assessments that take into account reasonable accommodations for students with disabilities. This approach is aligned with the principles of Universal Design for Learning (UDL), which emphasizes flexible and equitable learning opportunities that enable every student to achieve their full potential without discrimination.

In realizing this aspiration, the Disability Services and Support Section, Student Affairs Division (BHEP) plays a facilitative role in coordinating support services for students with disabilities throughout their academic journey. This role includes coordinating academic and welfare needs, facilitating access to campus facilities, providing support tailored to individual requirements, and strengthening strategic collaboration with faculties and relevant responsible centers. Through a holistic and integrated approach, this section helps to reduce the barriers faced by students with disabilities, thereby creating a more conducive, inclusive, and disability-friendly learning environment.

The implementation of policies and initiatives that support access to education also has a positive impact on the academic achievement, self-directed learning, and overall well-being of students with disabilities. At the same time, these efforts foster a campus culture that values diversity, equity, and mutual respect among members of the university community. This commitment reflects the institution’s dedication to fulfilling its social responsibility in producing graduates who are competent, resilient, and capable of contributing to societal development.
